NIH Updates
NIH Policy Updates September 2025: Research Security, International Collaborations & SciENcv Forms
NIH has announced updates impacting proposal submissions and research administration:
Research Security Policies (NOT-OD-25-154)
- Effective January 25, 2026, institutions must certify they have an active Research Security Program, and senior/key personnel must complete research security training within 12 months prior to application and annually during RPPR, with certification included in each submission. OSP is procuring a CITI module to meet this requirement and will be sending out a communication when the module is available to NSU faculty.
- Effective immediately, individuals involved in a Malign Foreign Talent Recruitment Program are ineligible to serve as senior/key personnel on NIH grants. Institutions and individuals must certify non-participation at application and annually via RPPR, using the Common Forms for Biosketch and Other Support. NSU investigators make this certification when they certify proposals in the Cayuse record.
New Structure for International Collaborations (NOT-OD-25-155)
- Foreign subawards will no longer be accepted under standard grants.
- New activity codes (PF5/UF5) required for applications with foreign components.
- Each foreign collaborator must be listed in a separate “International Project” component.
- OSP Grant Officers will assist PI’s in meeting requirements for any NIH applications that involve foreign components – if you are anticipating a collaboration with a foreign entity in an upcoming application, please notify your grant officer for coordination and planning.
SciENcv Preview: Common Forms for Biosketch & Other Support (NOT-OD-25-152)
- Preview versions of NIH Common Forms will be available in SciENcv by September 15, 2025.
- Includes Biographical Sketch, Current and Pending (Other) Support, and NIH Biosketch Supplement.
- These are for preview only and cannot be used for submissions until NIH announces the official launch, anticipated November 2025.
- Resources on getting started with SciENcv will be posted on the Grant Writing Lab’s website. The GWL can assist with any questions regarding working in SciENcv.

New Facilities and Administrative (Indirect Cost) Rates
NSU’s new Facilities and Administrative (F&A) rate agreement was recently finalized by the U.S. Department of Health and Human Services. The new rates cover the period from July 1, 2025 through June 30, 2028. These rates apply to all proposals and new awards, as explained further below (excluding industry-sponsored clinical trials managed by the Office of Clinical Research).
WHAT IS THE IMPACT OF THE CHANGES?
- NEW PROPOSALS: All proposal budgets will use the new F&A rates unless restricted by the sponsor. The OSP Budget Template at https://research.nova.edu/osp/resources/index.html incorporates these changes. Your assigned OSP Grant Officer is happy to help with appropriate calculations.
- CURRENT AWARDS:Awards with a start date before July 1, 2025, including multi-year awards with annual budget authorizations, will continue to apply the prior rates in effect at the time of award in accordance with federal regulations (2 CFR 200).
- NEW AWARDS: All new awards with start dates on or after 07/01/25 will automatically apply the new fringe benefit rate and F&A rates (pending any sponsor restrictions or waivers per NSU policy) in the Banner financial system.

New Training Requirements for NSF & NIH
We would like to share important updates regarding new federal training requirements that will impact researchers submitting proposals to the National Science Foundation (NSF) and the National Institutes of Health (NIH) beginning in October 2025.
WHAT ARE THE REQUIREMENTS?
NSF – Research Security Training (https://www.nsf.gov/notices/important/important-notice-no-149-updates-nsf-research-security/in149)
- Effective October 10, 2025, senior/key personnel must complete Research Security Training (RST) within 12 months prior to an NSF proposal submission.
- Training covers cybersecurity, international collaboration, foreign interference, proper use of federal funds, disclosure, and conflicts of interest/commitment.
NIH – Other Support Disclosure Training (https://grants.nih.gov/grants/guide/notice-files/NOT-OD-25-133.html)
- Effective October 1, 2025, senior/key personnel must complete training on Other Support disclosures, required for just-in-time process.
- Training covers the requirement to disclose all research activities and affiliations (active and pending), regardless of monetary value or institutional location.
HOW DOES THIS IMPACT ME? If you will be named senior/key personnel on an NSF or NIH proposal submission after the October implementation deadlines have passed, and have not completed the trainings, the proposal (for NSF) or associated Just-in-Time request (for NIH) will not be able to be submitted. Note that similar requirements for other federal agencies are expected to be announced in the coming months.
HOW CAN I ACCESS THE TRAINING? A one-hour condensed Research Security training will be available to the NSU community in CITI within the next couple of weeks. A separate Other Support training is under development by CITI, with a launch planned by October 1. We will send another notification when these CITI trainings are available. Alternatively, training modules are available now on the NSF website from https://www.nsf.gov/research-security/training#take-the-research-security-training-66a (4 modules, approximately 4 hours to complete).
Thank you for your commitment to responsible, transparent, and secure research at NSU. If you have any questions, please contact the Office of Sponsored Programs at osp@nova.edu.

NIH Data Sharing Requirements
ATTENTION NIH APPLICANTS – NEW DATA SHARING REQUIREMENTS
If you’re planning a proposal to the National Institutes of Health (NIH), you need to be aware of NIH’s new Data Management and Sharing Policy, effective for proposals due on or after January 25, 2023.
WHAT IS THE PURPOSE OF THE NEW POLICY? NIH’s comprehensive data sharing policy promotes the management and sharing of scientific data (as defined by NIH) generated from NIH-funded research to enable data re-use, validation of research results, and acceleration of scientific discovery. The policy leads investigators to prospectively plan for scientific data sharing, regardless of whether a publication is produced, and fosters consistency of data sharing practices with the FAIR (Findable, Accessible, Interoperable, and Re-Usable) data principles.
WHAT WILL INVESTIGATORS NEED TO DO? At proposal stage, investigators will need to (1) develop a Data Management and Sharing (DMS) plan attachment and, as applicable, (2) incorporate allowable costs into the proposal budget/justification. If the proposal is awarded, investigators must comply with and report on the DMS plan, including making data available in an appropriate repository by the time of publication and/or project end date, whichever is earlier.
WHERE CAN I GO FOR HELP? NIH has made many resources available – visit https//sharing.nih.gov/data-management-and-sharing-policy for specifics about DMS plan elements, budgeting for data management, selecting a repository, and more. DMS plan samples can be viewed on the Grant Writing Lab web site at https://www.nova.edu/grant-writing-laboratory/grant-proposal-templates.html. You can also view a recording of the January 13, 2023 DMS Policy Grant Lab Chats in the “NSU Grant Education” Canvas course (email GrantLab@nova.edu to be added).
We’ve created a central email, DataMgt@nova.edu, to submit questions. And as always, feel free to contact your OSP Grant Officer and grantlab@nova.edu for assistance.

Friendlier Approach for Cross-Referencing NOSIs in FOAs Used for Submission
NIH has announced that individual Notices of Special Interest (NOSIs) will no longer be cross-referenced in the Related Notices section of the funding opportunity announcements (FOAs) that are used for application submission. Instead, FOAs identified for use with NOSIs will include a single link at the top of the Related Notices section that takes you to two NOSI tables – one for active and another for expired NOSIs associated with the FOA. It is to be expected that this new approach with be beneficial in their parent announcements. UPDATE REGARDING NSF’s RESEARCH.GOV IMPLEMENTATION FOR PROPOSAL SUBMISSION
NSF has been planning and taking steps to move the preparation and submission of proposals on an incremental basis from its FastLane system to the new Research.gov system, with a tentative completion by 2022. NSF will soon be requiring the use of Research.gov for proposal preparation /submission, using a phased approach starting with the Directorate for Biological Sciences (BIO) for proposals submitted under BIO’s core programs that do not have deadline dates (Note that NSF funding opportunities will clearly specify whether submission via Research.gov is required).
Since the FastLane system will eventually be phased out, NSF encourages the community to take time now to become familiar with Research.gov and to begin using it for proposal preparation/submission and to provide NSF with feedback. To facilitate the transition, NSF is developing additional training materials including video tutorials, Frequently Asked Questions, step-by-step guides and a demonstration site. Current training materials are available on the About Research.gov site.
For the complete notice regarding NSF’s Research.gov implementation, see https://www.nsf.gov/pubs/issuances/in147.jsp?org=NSF .For additional information, FAQs, training opportunities and to provide feedback, please visit Research.gov.
